Collegewide Payroll Specialist

Job Description

  1. Assists the collegewide director of payroll and compliance or collegewide assistant payroll manager in coordinating and executing daily payroll transactions for the College’s centralized payroll department while ensuring critical deadlines are met. Provides backup support as needed.
  2. Investigates, researches, and resolves complex payroll and PHRST-related issues for assigned payroll locations. Works with the collegewide director of payroll and compliance or collegewide payroll assistant manager to assess policies and procedures and ensures all payroll and PHRST-related forms are properly authorized before submission.
  3. Completes special projects assigned by the collegewide director of payroll and compliance or collegewide assistant payroll manager. Serves as a liaison with PHRST.
  4. Analyzes concurrent employees to ensure proper coordination of benefits and compliance with FLSA standards. Conducts biweekly analyses of paycheck earnings, deductions, and funding to ensure accurate allocations. Processes key fiscal reports, including start-up, payroll listing, and reconciliation reports.
  5. Evaluates and processes payroll for assigned salary, supplemental, and hourly payroll locations using the integrated PHRST system. Ensures compliance with applicable laws, regulations, policies, and procedures.
  6. Performs non-PHRST-related payroll processes, including recoding kickers, verifications, on-demand paychecks, tax calculations, and system data validation between PHRST and other State and College data systems.
  7. Audits, reconciles, and corrects personnel data forms (PDFs) and other payroll and human resources documents in PHRST for assigned payroll locations.  Maintains accurate payroll records and ensure the payroll system reflects up-to-date employee information.
  8. Assists in internal and external payroll audits by providing necessary documentation and data.
  9. Identifies and recommends process improvements to enhance payroll accuracy, efficiency, and service delivery.
  10. Responds to inquiries from the Department of Labor, banks, mortgage companies, campus personnel, and State agencies regarding payroll-related matters.
  11. Performs other related duties as assigned.
