Context of the Job:

Under the limited direction of the Director of the Project Management Office, the Scientific Project Manager II manages a portfolio of the National Institute for Innovation in Manufacturing Biopharmaceuticals (NIIMBL) projects and programs of work, which are vetted through a competitive project call process. The projects and programs will further the NIIMBL mission of advancing and innovating biopharmaceutical manufacturing by addressing pre-competitive technical challenges or advancing and/or creating resources for workforce training. The incumbent will play a critical role in ensuring these projects stay on track to deliver value to the NIIMBL membership and the biopharmaceutical industry.

NIIMBL is a large-scale effort dedicated to supporting the manufacturing of biopharmaceuticals, and it is established by a cooperative agreement with the National Institute of Standards and Technology (NIST) as a public/private consortium of a diverse set of member organizations, including industry, academia, non-profit organizations, state governments, and federal agencies. NIIMBL is a member of the Manufacturing USA network of institutes funded by the federal government to advance United States competitiveness in advanced manufacturing innovation. Institutionally at the University of Delaware, NIIMBL reports to the Vice President for Research, Scholarship & Innovation.

Major Responsibilities:

+ Lead project planning, including development of project plans, timelines, and budgets

+ Collaborate with cross-functional teams to ensure that project objectives are clearly defined and agreed upon, and that project scope, timeline, and budget are well understood

+ Manage the execution of NIIMBL projects and/or programs by monitoring technical progress, to ensure that project/program objectives are met within scope, time, and budget.

+ Monitor project progress and proactively identify and mitigate risks, track project milestones and deliverables, and provide timely and accurate project status reports to stakeholders.

+ Facilitate communication and collaboration among project team members and ensure that project team members are clear on their roles and responsibilities.

+ Review and approve documentation from project teams including routine status, final, and post project impact reports.

+ Partner with NIIMBL Marketing and Communications Director to identify project achievements such as publications, presentations, and project outputs to share publicly.

+ Identify relevant intellectual property landscape and risks based on reports from project teams and assist in technology transfer activities from project teams to other relevant organizations.

+ Prepare project-related sections of required NIIMBL reports, which detail the technical projects, including milestones and deliverables, undertaken by NIIMBL members.

+ Prepare reports and associated documents for NIIMBL staff, committees, and NIST, to communicate status of the projects.

+ Review and approve project invoices, ensuring budgetary accuracy

+ Partner with NIIMBL internal stakeholders to ensure administrative and financial oversight of the projects are aligned with the technical progress.

+ Partner with NIIMBL Senior Counsel to facilitate the development of a project teams’ Intellectual Property Management Plan (IPMP). Ensure that the IPMP complies with the NIIMBL Intellectual Property paradigm, NIIMBL Bylaws, and federal regulations.

+ Ensure compliance with all applicable regulatory requirements

+ Ensure compliance with all applicable NIIMBL quality requirements as outlined in standard operating procedures and NIIMBL Bylaws

+ Develop and implement project management best practices to ensure consistent, high quality project delivery.

+ Perform miscellaneous job-related duties as assigned.

Qualifications:

+ Bachelor’s degree and six years related experience, or equivalent combination of education and experience.

+ Project management experience required, and Project Management Professional (PMP) Certification preferred.

+ Demonstrated ability to lead cross-functional teams, manage complex projects, and deliver results on time and within budget

+ Strong communication and interpersonal skills, with the ability to effectively communicate scientific concepts and project updates to both technical and non-technical stakeholders.

+ Ability to collect, analyze and interpret data and information from various sources.

+ Excellent knowledge of and competency using project management software tools, methodologies, and best practices.

+ Ability to work independently, prioritize competing demands, and manage multiple projects simultaneously.

+ Strong problem-solving skills, with the ability to think critically and creatively to resolve project related issues.

+ Extensive working knowledge of Microsoft suite (Word, Excel, Teams, PowerPoint)

+ Experience working in a biopharmaceutical manufacturing environment preferred.

+ Ability to establish and maintain positive working relationships with others, both internally and externally, to achieve the goals of the organization.
