Job Summary (Primary function)
The Director, State Government Affairs position is responsible for leading Incyte's state government affairs objectives. This individual will develop and execute state-based lobbying campaigns designed to shape legislation/regulation/access and other workstreams consistent with business objectives.He/she will monitor state policy activity and collaborate with internal stakeholders to identify and prioritize state threats and opportunities and execute lobbying campaigns accordingly.In addition, this individual will be willing and able to step in to assist in other areas as needed, such as federal lobbying.This role will represent Incyte with trade association state workgroups.
Essential Functions of the Job (Key responsibilities)
*Work with Head of Government Affairs & Policy, and other GA & P team members, to develop and evolve strategic direction, identify key issues, develop, implement, and maintain multi-state proactive plans that drive results on priority issues before state legislatures and regulatory agencies.
*Develops and executes strategic and creative state based lobbying campaigns designed to advance and protect business priorities.
*Maintains deep understanding of state policies through direct engagement with trade associations, peers, consultants, trade press, as well as other internal and external experts.
*Understands the federal policy landscape and may be required to work on identified federal issues, as needed.
*Executes comprehensive horizon-scanning designed to identify emerging issues.
*Develops and maintains strong relationships with key state-based influencers including, but not limited, to elected officials in State Legislatures, governors, executive agencies, trade associations, think tanks, and third-party allies on the local and state level
*Collaborates with internal stakeholders including, but not limited to, Policy, Market Access, Product Strategy, Patient Advocacy, and Legal to analyze, prioritize, and communicate how potential changes in the external state policy environment could affect day-to-day operational business activities and impact patient access to medications.
*Develops and/or participates in multi-stakeholder coalitions as needed to drive priority issues.
*Engages frequently with trade association state government affairs functions to drive the Incyte voice in trade association positions.
*Manages state government consultants.
*Prepares memos, PowerPoints, and briefing documents as needed to support executive engagements in trade associations, internal/ external meetings and presentations or the like.
Qualifications (Minimal acceptable level of education, work experience, and competency)
*Accredited Bachelor's Degree with advanced degree preferred
*10+ years of healthcare experience with pharmaceutical company experience preferred
*Proven ability to successful execute lobbying campaigns
*Strong knowledge of both federal and state legislative, regulatory, and political processes applicable to the pharmaceutical industry
*Deep knowledge of the healthcare industry and policies impacting the pharmaceutical industry including, but not limited to, Prescription Drug Affordability Boards, Medicaid, state regulated health insurance, importation, and 340B.
*Experience engaging with the broader healthcare stakeholder community including, but not limited to, patient and provider groups.
*Exceptional strategic thinking skills, including ability to synthesize and communicate complex topics, prioritize and think creatively
*Strong negotiation, advocacy, and communication skills
*Strong writing and PowerPoint skills
*Demonstrated ability to work cross-functionally
*Demonstrated ability to self-direct work and operate in a deadline-intensive environment
*Position remote, based in Washington, DC area preferable, with willingness to travel as necessary for the job
