Housing Compliance Manager

Job Description

Applicants must have education, training and/or experience demonstrating competence in each of the following areas:

 

  1. Experience in the methods and techniques used in assembling, analyzing and interpreting financial and accounting data, and the preparation of appropriate financial reports.
  2. Experience in conducting studies to evaluate operations, programs, services, policies and procedures.
  3. Experience in the interpretation and in the application of federal, state, and local regulations regarding subsidized rental housing occupancy and physical condition standards.
  4. Knowledge of practices and procedures of real estate property management.
  5. Proficiency with data process programs and applications including Word and Excel.
  6. Knowledge of the principles and practices of supervision.
  7. Knowledge of the principles and practices of mortgage loan underwriting and servicing.
  8. Ability to communicate effectively.

 

PRINCIPLE ACCOUNTABILITIES

  • Supervises and trains staff or provides training opportunities. Coordinates work and schedules of compliance staff. Documents staff performance and conducts periodic performance reviews.
  • Provides technical assistance to multi-family project owners and management agents suggesting policies and procedures to those unfamiliar with program guidelines. Acts as liaison for owners and Internal Revenue Service, U.S. Department of Housing and Urban Development, Rural Housing Services and other funding sources (such as NCSHA) as it relates to agency compliance monitoring and asset management. Conducts on-site courtesy visits for all properties prior to rent-up to assess compliance procedures and familiarize site personnel with agency requirements and expectations.
  • Responsible for planning and developing workshops, seminars and training sessions for participants in the LIHTC and other DSHA housing programs as needed.
  • Formulates, develops and maintains LIHTC policies and procedures. Maintains compliance monitoring manuals and memorandums. Analyzes and interprets policies, regulations, and program requirements. Provides guidance to owners and management agents when changes occur. Reviews annual regulatory compliance reports, identifies potential compliance issues and prepares correspondence to the owner addressing compliance status, including the LIHTC Owners Annual Certification for Continuing Compliance, noncompliance matters, and suggested corrective action.
  • Oversees the approval of rent increases and utility allowance calculations. Establishes amortization schedules and approves authorization of mortgage, reserve and escrow payments. Approves disbursements from reserves. Authorizes increases in monthly deposits to the reserves.
  • Conducts servicing of loans on projects receiving Tax Credits and financed through the Housing Development Fund. Maintains a system to ensure any time-sensitive activities, reports, or documents required under loan or program provisions are completed on schedule. Conducts research by gathering and analyzing programmatic, financial and other project data to determine the financial soundness of Housing Development Fund properties and mortgagor's financial condition. Prepares report to supervisor with findings and recommendations.
  • Reviews management plans, agreements and management agent documents and transfers of physical assets and recommends approval of change of management agent to supervisors. Reviews annual regulatory compliance reports, identifies potential compliance issues and prepares correspondence to the owner addressing compliance status, noncompliance, and suggested corrective action. Coordinates with development staff to rank owner/agents in the QAP process and notification of noncompliance matters. Provides technical assistance to management agents, developers and sponsors.
  • Performs compliance and management reviews of Housing Development Fund and Tax Credit Program properties. Reviews and evaluates financial management practices and procedures, leasing and occupancy practices, tenant/management relations and general management practices. Discusses with owner findings and recommendations for improving properties. Prepares and/or reviews report for supervisor(s) with findings/recommendations. Follows up to ensure appropriate actions have been taken.
  • Schedules and performs annual and periodic inspections for various DSHA programs such as Housing Development Fund, Section 8 New Construction, Low Income Housing Tax Credit and Community Development Block Program. Checks for compliance with Uniform Physical Conditions Standards (UPCS) , Delaware Housing Code Requirements, other applicable state and federal rules and regulations and corresponds with accountable person(s) stating violations and necessary corrections. Prepares inspection reports and reviews staff inspection reports for approval to supervisor with findings and recommendations. Follows up to ensure appropriate actions have been taken.
  • Prepares a variety of routine and special reports for review and consideration by supervisors, including monthly, quarterly or annual reports on property status as requested.
  • Plans, directs and coordinates DSHAs MITAS Asset Management Compliance Database Module. Assures data is accurate and correct on all properties in database. Maintains computer records of housing inspections, violations, areas of substandard housing and other pertinent data.
  • Performs related work as required.
