Job Description

  • Coordinates and oversees construction projects to ensure compliance with applicable federal, state, and agency laws, policies, and procedures.
  • Provides technical assistance in defining and determining the feasibility of construction and renovation projects.
  • Develops construction project budgets and approves expenditures.
  • Provides technical input into the development of project specifications and drawings.
  • Oversees RFP process, procedures, recommendation, approval, and ensure compliance with contractual requirements and state bidding requirements.
  • Reviews, approves and coordinates payment of services and change orders.
  • Conducts site inspections to determine contractual compliance and to ensure safety and conformance to project plans.
  • Provides consultation services; interprets and explains applicable laws, rules, regulations, policies and procedures for contract development, monitoring, accounting, and auditing.
  • Researches, analyzes and interprets technical aspects of bid specifications for goods, materiel and professional and non-professional service contracts.
  • Monitors and negotiates contract extensions with vendors using best and final offer techniques and Request for Proposal procedures.
  • Recommends changes to existing state procurement and contract management processes.
  This is the administrative level of construction and procurement work at the agency level responsible for directing the operations of the agencies construction, central purchasing and contracting section and serves as the principle advisor for the agency, management and other officials.
  • Reports to an administrative superior.
  • Supervision is exercised over at least two or more full time positions. The elements of supervision include planning, assigning, reviewing, evaluating, coaching, training, and recommending hire, firing and discipline.
  • Ensures fiscal accountability and responsibility of vendors, end users and administration of contracts.
  • Conducts spend analysis to identify opportunities which will reduce procurement costs, improve efficiency and ensure compliance with procurement policies and procedures.
  • Approves awards as designated, executes contracts and conducts internal audit of contracts to determine compliance with contract provisions.
  • Provides technical assistance and training for staff regarding procurement and contract management.
  • Develops, implements, and enforces agency purchasing and contracting policies and procedures, recommending process improvement, when appropriate.
  • Assists in budget preparation.
  • Managing all operational contract and procurement activities to effectuate the acquisition of agency goods and services;
  • Manage all facility management operations to include daily maintenance and logistical activities and capital improvement projects (and supervise respective staff);
  • Serve as DSHA liaison to the Office of Supplier Diversity and promotes opportunities for diverse businesses;
  • Serve as essential employee under Continuity of Operations Plan (COOP);
  • Responsible for prevailing wage documentation, monitoring all procedures and policies in accordance with state code, federal requirements, and guidelines, as applicable.
  • Oversees and centralizes agency-wide document retention activities and policy.
