The Disaster Management division works with government agencies and communities to design and implement policies and programs to promote increased resilience to disasters and to promote long-term recovery in housing, economic revitalization, and infrastructure after disaster strikes. Our functional expertise is in program management, technical assistance, training, performance measurement and evaluation, website development, and adult learning. Clients include HUD, HHS, and USDA among others. We often work in close collaboration with ICF experts across the firm on issues related to energy efficiency and green building, infrastructure, disaster planning and recovery, financial literacy, job training, and others. All work is done in a professional, collegial, and intellectual environment that allows individuals pursue their passions and generate results.

Come and join our team as an On-Call Construction Specialists and provide consultation to management, staff and Sub-Recipients for the implementation of the FEMA Public Assistance Programs. Expected to periodically travel and report to various client sites throughout the Gulf Coast as needed.

What you will do:

Provide comprehensive construction technical assistance to management, staff and sub-recipients involving the FEMA Public Assistance Program.• The work includes but is not limited to assessments of disaster-damaged assets, recordation and documentation of damages and developing repair scopes of work, formulating detailed and accurate cost estimates.• Facilitate technical disaster recovery efforts from project formulation through project closeout.

• Conduct detailed cost estimates of damages in all disciplines utilizing RS Means, FEMA’s Cost Estimating Format and Excel• Perform cost estimating reviews to ensure completeness, accuracy and that the estimate aligns with scope of work

• Provide technical guidance and recommendations to management and clients

Basic Qualifications:• High school diploma• 10+ years of non-residential construction experience with 2+ years experience with the Construction Cost Estimating, cost reasonableness analyses, and current building construction codes and standards for government, commercial, institutional, or industrial construction projects• 2+ years experience quantifying materials, labor, and tool/equipment needs and calculating the cost thereof utilizing established standards, such as, RS Means

• Ability to review and perform take-offs from project plans and other construction documents

Preferred Experience/Skills:

• Bachelor’s degree

• Experience in disaster recovery related to the FEMA Public Assistance Programs preferred.

Professional Skills:• Excellent writing skills, with experience writing technical guidance or procedures• Skill in managing multiple projects and stakeholder interests with timeliness, accuracy, and quality• Excellent analytical and qualitative strategic thinking capabilities and collaboration skills• Demonstrable analytical rigor and good judgement under pressure.
