Context of the Job:

The Delaware Biotechnology Institute (DBI) is an interdisciplinary research unit at the University of Delaware. The vision is to create a better future through leadership in life science research at the University of Delaware. Most of DBI’s activities involve molecular and cellular studies of living systems and most, of the activities involve partnerships with other institutions in the region. DBI’s mission is to promote research, education, and technology transfer for biotechnology applications to the benefit of the environment, agriculture, and human health.

Major Responsibilities:

+ Assists in the Institute’s management process including supervision and management of staff and strategic financial planning.

+ Act as primary contact and subject matter expert for iLab platform across the university.

+ Core facility (BioImaging, DNA Sequencing & Bioinformatics) support including proposals, grant administration, rate calculations, financials, and iLab administration.

+ Directs, plans, organizes, coordinates, and evaluates the financial programs and supporting information systems, including budgeting, receipt of revenue, expenditure of funds, and conservation of assets.

+ Provides input to the Institute’s strategic planning process by preparing and analyzing financial projections and evaluating optional planning scenarios.

+ Establishes and implements short- and long-range organizational goals, objectives, policies, and operating procedures; monitors and evaluates operational effectiveness of institute operations; effects changes required for improvement. Interfaces with other units, with faculty, staff, and other constituencies within the University and in the region.

+ Oversees the approval and processing of revenue, expenditure, and position control documents, department budgets, ledger, and account maintenance ensuring compliance with university, state, and federal policies and regulations while maintaining appropriate internal control safeguards. Coordinates the preparation of financial statements, financial reports, special analyses, and information reports; presents recommendations for programmatic and fiscal changes.

+ Approves, coordinates, and implements changes and improvements in automated financial and management information systems. Leads the implementation and utilization of administrative management systems including PeopleSoft and other databases and reporting tools related to the University’s financial data. Establishes processes for using these tools; interprets, recommends, and implements policies; identifies and resolves issues regarding financial matters. Implements systems required to meet financial requirements for contracts and inter-institutional grants. Develops, interprets, implements, and oversees finance, accounting, billing, and auditing procedures. Ensures records systems are maintained in accordance with generally accepted auditing standards.

+ Collaborates with, and provides direction to, the Institute’s administrative staff, institutional collaborators and others in the areas of contracts and grants administration, financial policy, and procedures. Organizes, evaluates, and implements procedures that foster cost-effective administrative operations. Facilitates and manages pre and post multidisciplinary grant applications and awards involving faculty from multiple units and colleges. Serves as a source of information on financial policies to assist in the resolution of financial issues.

+ Interfaces with the UD Research Office, other academic departments on the UD Campus. Establishes and manages budgets for the Institute’s multidisciplinary contracts and grants. Interacts with other unit managers. Establishes policies and procedures that optimize administrative efforts for best practice in grants management. Oversees Institute audits, responds to audit results, and recommends actions to the Director; implements corrections and improvements as required.

+ Interfaces with collaborating institutions across the State, facilitating the processing of inter­ institutional contracts and grants and providing consultative support to planning initiatives through financial and management information analyses, reports, and recommendations. Provides guidance and leadership to partner institutions for financial and grants management matters related to collaborative contracts and grants.

+ Develops, and directs the implementation of strategic business and/or operational plans, projects, programs, and systems, as appropriate to the objectives of DBI. Participates in the search for new grant and contract opportunities, determining if the source is financially sound and that administration required by DBI can be addressed in a cost-effective manner making optimal use of DBI’ s resources.

+ Serve as Human Resources liaison for DBI staff and DBI residents as needed.

+ Performs miscellaneous job-related duties as assigned.


+ Bachelor’s degree in business administration, accounting, finance, or related field and six years of progressively responsible job-related professional and project management experience. Professional certification (CPA, CMA) and/or MBA desirable. Knowledge of cost analysis techniques, federal and state financial regulations, financial accounting, budgeting, control, and reporting principles, methods, techniques, and standards.

+ Knowledge of computerized information systems used in financial and/or accounting applications.

+ Ability to adjust to a changing environment.

+ Effective analytical and technical skills, including the use of financial management systems, spreadsheets, and word-processing (to quantify and illustrate complex financial reports, comparisons, impacts, and/or projections).

+ Experience with PeopleSoft Financials is highly desirable.

+ Knowledge of University policies and procedures, including grants processing and personnel policies advantageous.
