Job Summary (Primary function)
The Director, Federal and State Policy & Strategy position is responsible for serving as the internal subject matter expert for matters related to the external policy environment. This individual will collaborate with internal stakeholders to identify and prioritize threats and opportunities, including making recommendations on strategy for engagement. He/she will work with subject matter experts within the company to understand Incyte's critical business and patient needs (both short and long term) and will synthesize, prioritize, and communicate policy information accordingly. This role will represent Incyte with trade association policy workgroups. Preferred location is the Washington, DC area.
Essential Functions of the Job (Key responsibilities):
Conducts analysis of relevant federal and state legislation and regulations and provides strategic support and guidance regarding policies that do or could affect Incyte's product lifecycle, including in the areas of product development, regulatory submissions, distribution, and reimbursement.
Maintains deep understanding of policy matters in the external environment through engagement with trade associations, peers, consultants, trade press, as well as other internal and external experts.
Collaborates with internal stakeholders including, but not limited to, Market Access, Product Strategy, Finance, and Legal to analyze, prioritize, and communicate how potential changes in the external policy environment could affect day-to-day operational business activities and impact patient access to medications.
Develops a thorough understanding of and familiarity with the company's business, its products, people, markets, facilities, customers and competitors and utilizes that knowledge in analyzing and prioritizing policy-making supports.
Engages frequently with trade association policy and regulatory functions to drive the Incyte voice in trade association positions. Aligns input and coordinates communications with internal stakeholders.
Manages policy consulting firm.
Prepares memos, PowerPoints, and briefing documents as needed to support executive engagements in trade associations, internal/ external meetings and presentations or the like.
Demonstrates leadership by seeking to improve ways of working with an eye towards gaining efficiencies.
Qualifications (Minimal acceptable level of education, work experience, and competency):
Accredited Bachelor's Degree.
10+ years of healthcare experience with at least 5 years of experience with a pharmaceutical company.
A minimum of 5 years in a policy-related role and government policy experiences is preferable.
A solid working knowledge of existing laws, regulations and policies applicable to the pharmaceutical industry.
Strong knowledge of the current U.S. healthcare landscape including how Medicare (particularly Part D)/Medicaid and other reimbursement programs operate.
Exceptional strategic thinking skills accompanied by strong analytical skills, including ability to synthesize complex topics, ability to prioritize, keen attention to detail and meticulous organizational skills.
Strong writing and PowerPoint skills.
Strong communication skills, including presentation skills. Experience learning new subjects quickly and effectively.
Demonstrated ability to work cross-functionally.
Demonstrated ability to self-direct work and operate in a deadline-intensive environment.
Ability to manage multiple tasks simultaneously, lead a diverse workload, and flourish in a fast-paced environment.
Position based in Washington, DC area with willingness to travel 30%.
