Job Description

This non-state position within our Development Section, located in Dover, Delaware, supports 
state and federal Community Development grant and rebate programs. This position’s primary job 
responsibilities include assisting with application review processes, the review and processing of 
grant and rebate draws, preparation of program documentation and materials, grant compliance 
monitoring and the collection and management of program data. 
Community Development programs supported by this position include, but are not limited to, the
Downtown Development Districts (DDD) Rebate Program, Housing Development Fund (HDF), 
and Statewide Emergency Repair Program (SERP).
MINIMUM QUALIFICATIONS
Applicants must have education, training and/or experience demonstrating competence in each of 
the following areas:
1. Experience in compiling, analyzing, and interpreting data.
2. Experience in data management.
3. Experience in narrative and report writing.
4. Experience in completing detail-oriented tasks.
5. Experience in managing multiple responsibilities effectively.
6. Proficient computer skills, particularly Microsoft Word and Excel.
7. Knowledge of program/project management.
HIGHER LEVEL COLLEGE EDUCATION MAY SUBSITUTE FOR EXPERIENCE
PREFERRED EXPERIENCE
Preferred, but not required, Experience with community/economic development programs, construction 
admin with invoicing/contracts/terminology, grant agreements, property liens, etc. Intermediate or 
higher Excel skills
PRINCIPLE ACCOUNTABILITIES

• Assist with application intake processes.
• Assist with the review of grant and rebate applications to ensure program minimum 
thresholds have been met.
• Review and prepare grant and rebate draws for supervisor’s approval.
• Assist with the preparation of documentation and application materials necessary for 
administering programs.
• Collect and input data into various program related databases. Query data for specific 
information as requested.
• Prepare Grant Restriction Agreements for various Community Development programs 
and maintain corresponding databases to ensure that all liens are satisfied by DSHA in a 
timely manner.
• Assist with requests for inspections, filing of inspection field reports and preparing 
inspection pipeline report.
• Special projects and other duties as assigned.
