Job Description

The Community Development Analyst II supports state and/or federal Community Development 
grant and rebate programs such as, but not limited to, the Downtown Development Districts 
(DDD) Rebate program, and Housing Development Fund (HDF) Grant program, Home4Good, 
ERA Stability, Community Navigation Program, HOME and Housing Trust Fund.
The incumbent collects and manages program related data, and assists with application review 
processes, reviews and processing of draws, preparation of program documentation and 
application materials, and grant compliance monitoring.
Applicants must have education, training and/or experience demonstrating competence in each of 
the following areas:
1. Six months of experience in compiling, analyzing, and interpreting data.
2. Six months of experience in data management.
3. Six months of experience in working with financial data and budgets.
4. Experience or ability to understand contract administration such as application 
development, review, awarding and executing contracts.
5. Experience in narrative and report writing.
6. Experience in completing detail-oriented tasks.
7. Experience in managing multiple responsibilities effectively.
8. Intermediate level computer skills, especially Microsoft Word and Excel.
9. Knowledge of program or project management.
Preferred, but not required, Experience with community/economic development programs, construction 
admin with invoicing/contracts/terminology, grant agreements, property liens, etc. Intermediate or 
higher Excel skills

• Collects and enters data into various program-related databases while maintaining 
accuracy of data records. Assists with extracting and formatting data for internal and 
external uses.
▪ Performs preliminary review of applications to determine completeness of the application 
and to ensure program minimum threshold requirements have been met. Contacts 
applicants during review process for additional information and clarifications.
▪ Reviews and processes draw requests for various state/federal grant programs.
▪ Assists with monitoring/physical inspections to determine grant/rebate compliance.
▪ Prepares Grant Agreements for approval by superiors.
▪ Prepares Grant Restriction Agreements for settlement of housing units for various 
Community Development programs for approval by superiors.
▪ Identifies and recommends improvements to program related documentation and 
applications and assists in carrying out approved changes.
▪ Works with inspection department to schedule inspections and assists with the resolution 
of inspection findings when necessary.
▪ Responsible for electronic filing of application and program documentation on network 
▪ Works on special projects and other duties as assigned.
