Job Description

erforms studies, develops policies and procedures for leading the organization’s daily administration of personnel activities related to recruitment and staffing, labor relations/collective bargaining, policies/procedures, grievance process, wages/benefits, employee relations, staff training, and human resource data collection/report preparation.

 

Preferred applicants should possess the four Transformational Leader behavior dimensions demonstrating:

 

  1. Individualized consideration - encompasses a leader’s developmental orientation towards, and individual attention to, followers’ individual needs,

 

  1. Intellectual stimulation - refers to a leader’s actions that advance followers’ capability to think about dilemmas in new ways by increasing the followers’ engagement in the problems,

 

  1. Inspirational motivation - is revealed when a leader uses emotional discussions to stimulate followers’ motivation to accomplish high standards of performance; and

 

  1. Idealized influence - includes leadership actions that display a leader’s beliefs that are uniform with espoused beliefs and that increase mutual trust among subordinates and supervisors.

 

The successful candidate is required to show how they have embraced and encouraged organizational support programs centered on diversity and inclusion as a primary source of stimulating the workforce to achieve organizational goals via teamwork. The Human Resources Director will be accountable for communicating directly to the City Manager and operating collegially and efficiently with several city department administrators to support more than 400 employees and retirees. The Director will have daily interactions with the City’s employees, labor-union representatives, supervisors, and other government officials to cultivate an organizational culture and atmosphere aligned with the principles of transformational leadership.

 

Job Responsibilities

  • Advises City’s departments and employees on Human Resources matters; maintains sound, supportive working relationships with staff, departments managers, government officials and the public.
  • Administers benefit programs, including but not limited to health, dental, vision, life insurance.
  • Conducts and oversees job analyses to determine proper classification of positions.
  • Coordinates human resources training programs related to employee skill improvement, safety, diversity, inclusion, and motivation.
  • Coordinates employee recognition programs.
  • Establishes departmental staff standards while assigning and evaluating work.
  • Evaluates and reports on authorized, actual, and necessary staffing requirements of each department; maintains current job descriptions.
  • Demonstrated ability to supervise and obtain cooperation of others in difficult situations and in the grievance process.
  • Develops, reviews, and recommends personnel policies, practices, and programs in conjunction with the City Manager, department heads, and governmental officials.
  • Develops and monitors departmental budget.
  • Develops and implements existing workplace climate scales to measure performance standards and subordinate’s perception of their work environment for additional staff/supervisors training criteria.
  • Manages, implements, and recommends changes for HRIS system.
  • Monitor’s Worker’s Compensation programs and budget.
  • Monitor’s policies and operations for compliance requirements; review procedures and maintain compliance with federal and state employment guidelines.
  • Serves as a lead negotiator for labor contracts; conducts research for labor negotiations and interprets labor contracts; versed in collective bargaining techniques.
  • Performs other duties and special projects as needed.
