Context of job:

The University of Delaware is a major land-grant, sea-grant, and space-grant research institution, with significant public funding. The University has a $1 billion budget of which $168 million is related to sponsored research activity. The University consists of ten colleges and various central units reporting to the President, Provost and Executive Vice President.

Reporting to the Sr. Budget Director, the Budget Director for Research is responsible for reviewing and recommending consistent budget policies for the research enterprise, including centers and institutes. Under the limited direction of the Senior Budget Director, manages the budgeting and forecasting activities for the Research Office, centers and institutes, ensuring compliance with policies, procedures, and regulations. Specifically responsible for working with the Research Office, centers and institutes in the development, coordination and monitoring of the University's research budget. Working with the Budget Office and the VP for Research, the Director is the primary liaison with all research units regarding financial matters and reviews and projects all sponsored activites.

The incumbent analyzes comparative expenditure patterns for the research organization and develops the annual budget and projections for total university sponsored activities which is included in the development of the total university's all funds budget that is presented each spring to the Board of Trustees for approval. Research institutes participate in the UD Budget Model F&A allocation, it is the responsibility of the Director to work closely with the Vice President for Research, center and institute directors and business liasions to review, recommend and advise consistent accounting and recommend appropriate subvention levels for each center or institute. In conjunction with the VP for Research, the Director communicates budget information to ensure consistency within the Research Office, centers and institutes. Actively participates in budget committees and working groups and ensures the appropriate recording of research expenditures; monitoring projections and initiating action to correct budget problems. Serves as the key VP Research liaison with the Budget Office.

Major responsibilities:

• With input from the VP of Research, develops the annual budget and projections for total sponsored activities including F&A.
• Assist the VP of Research with resource management and planning to achieve short and long-term divisional objectives.
• Reviews Research Office, centers and institutes expenditures and directs the allocation of resources to the Research Office, centers and institutes.
• Responsible for the allocation of UDBM resources to centers and institutes and continuously monitors and evalutes financial activity on budgets, monitoring purchasing, and preparing and interpreting complex financial reports.
• Provides direction to the VP for Research leadership team, institute and center directors on the complex strategic (long term) and tactical (daily) financial operations and budget.
