CONTEXT OF THE JOB:

Under limited direction of the Facilities Accounting Manager, the Accountant is responsible for coordinating and controlling related business system set-up to implement policies and improve productivity, efficiency, and customer service. The Accountant has financial and technical responsibility for university wide utilities ($26M annually); energy and engineering group sustainability project cost integration into university accounting systems; custodial and waste management cost interfaces between the university accounting/procurement systems and the Facilities work order system. This will include acting as a liaison between end users and technical resources to resolve daily production issues, ensuring the integrity of data in the utility commodity & meter system, work order system, general ledger and establishing proper system setup processes. The accountant also includes identifying opportunities for process and efficiency improvements; providing training and process documentation as required; leading reconciliation of system data and accounts; developing and supporting the departments related reporting needs with PeopleSoft Query and/or Cognos.

The Accountant will support the Sustainability, Energy and Engineering staff in analyzing energy usage and performance in relation to the University's sustainability objectives.

MAJOR RESPONSIBILITIES:
  • Manages all university wide utility billing impacting all university properties (four campuses). Works with University engineers, utility companies, and municipalities, such as the City of Newark and City of Lewes, Board of Public Works to resolve discrepancies. Partners with procurement to ensure timely payment.
  • Assist the Accounting Manager in the development of annual utility budget and quarterly forecasts submitted to the Budget Office.
  • Provide dedicated financial support for Energy and Sustainability initiatives and projects for the FREAS organization and UD Campus. The accountant will be the direct financial liaison for the Energy & Engineering Department and the University Sustainability Manager.
  • Analyzes and reviews financial and technical activities for Utilities and Work Order Cost Interfaces and reconciles subsystems with General Ledger. Analyzes ad-hoc interface issues with General Accounting, Information Technology, and Department Directors to resolve production issues.
  • Develops reports/data analysis using PeopleSoft Query/Cognos reporting tools as needed. Provides reporting to inform and support the related business needs of management.
  • Monitors and responsible for utility payment and allocation reconciliation to General Ledger. Resolves daily production issues that occur by working with internal staff and other departments, such as Procurement, Budget, Finance, or General Accounting.
  • Leads problem resolution and considers strategies to optimize results including evaluating information against standards & conducting financial analysis to identify the costs, risks, and trends.
  • Recommends financial alternatives to avoid budget overages. Reviews expenditures to finance system general ledger, adjusting as required.
