The Community Development Compliance Manager qualifies, tracks, analyzes and monitors Community Development Loan reporting for all TD markets from Maine to Florida. This role uses various software applications and desktop tools to qualify loans for the Community Reinvestment Act, consolidates reported data, analyzes information to detect potential compliance issues and address any concerns. The Community Development Compliance Manager works closely with the Community Development Regionals, Community Development Managers, and the Reporting Team. Additionally, this role will also provide support to TD Bank USA working in conjunction with TD Bank USA CRA Officer. The Community Development Compliance Manager will be responsible for reporting deliverables and ensuring that the CRA metrics are met.

Manages and tracks the review process to qualify Community Development Loans for CRA reporting
Proactively reviews and advises the business of new and changed Compliance regulatory and/or policy changes with a focus on CRA regulations including Community Development Loans
Works closely with the Regionals and Community Development Managers to assist with research for performance context content
Works with ACCESS to qualify loans for CRA
Assists in the preparation and integrity of CRA data
Prepares summaries, presentations, briefing notes, and any other required documentation to effectively report on the status of the Community Development Loan portfolio
Provides thought leadership and/or industry expertise and participates in knowledge transfer within the team and business
Develops and facilitates along with the Regional and Community Development Managers in periodic CRA training to the business lines

Benchmarks the performance of other LP Banks via their PE’s to determine Targets for TDBUSA
Exam Target Setting (Including CDL, Investment and Services)
Communication of TDBUSA CRA Targets for Exam Cycle
Monitoring & Reporting
ATR reporting – Affiliate Transaction Reporting for Investments made by TDBNA on behalf of TDBUSA. Covered under umbrella ATR for Investments
Monitors/Recommends/Directs Treasury to sell/purchase product to meet CRA Investment Targets by Products
Monitors & Reports TDBUSA’s CRA Performance under Investment Test by Product Type

Bachelor’s Degree required, or in place of a degree, 7+ years of relevant experience
Knowledge of the Community Reinvestment Act and broad working knowledge of laws and regulations related to areas of assignment
Demonstrated experience of understanding and qualifying Community Development Loans required
Highly engaged and self-motivated
Strong written and verbal communication skills including a demonstrated ability to provide written reports that accurately and clearly summarize issues and present solutions in an understandable and logical manner
Ability to work in fast-paced environment and adapt to competing priorities
Strong attention to detail, ability to multi-task with excellent follow-up skills
Project management skills
Proficiency in Microsoft Office, Excel, PowerPoint, Access, Teams and CRA Wiz
