Under the general direction of the Sr Grants Analyst, the Grants Analyst I manages a portfolio within the College of Arts & Sciences (CAS), with direct oversight of all aspects of fiscal administration for all pre- and post-award activities for the faculty. The Grants Analyst I works to develop the ability to work independently, effectively solve problems and make appropriate decisions under general direction. Responsibilities include acting as a resource to the academic units and principal investigators in the College and serving as a liaison for all matters pertaining to sponsored programs. Requirements of the position include assuring accurate and timely grant submissions, verifying accuracy of budgets, ensuring compliance with UD policies and procedures, and facilitating timely closeouts to ensure full revenue recognition. This team must effectively resolve a wide variety of intricate problems in research administration, providing useful training and solutions to the user level when needed. MAJOR RESPONSIBILITIES:
+ Responsible for managing the pre-award and post-award process which includes the planning and development of budgets for submission with grant packages to various federal agencies, private agencies, foundations, and commercial contract proposals; providing instruction on protocol, regulations and guidelines pertinent to the agency or university; preparing timely proposal budgets for Principal Investigator Review.
+ Provide financial oversight for large program projects.
+ Implement special projects or tasks developed by the Director, College Sponsored Program Support or Senior College Business Officer such as the development of the annual and five-year budgeting and college strategic planning, F&A recovery review, account clean up, account inactivation, etc. Revise and advise on approved budget changes to awarded grants/contracts.
+ Develop, implement, and oversee the maintenance of budget monitoring systems for sponsored project awards.
+ Review statements, analyze variances, and take appropriate actions.
+ Develop and conduct complex financial reporting for forecasting, trending, and results analysis for CAS.
+ Provide on-going guidance, facilitation, and expertise to faculty in their sponsored programs efforts by providing analysis of all grant and contract applications. This duty requires a comprehensive review of, corrections to, and/or enhancement of the grant/contract application with a focus on compliance with University and agency regulations.
+ Work with the Sr Grants Analyst to coordinate the transfer of incoming faculty members grants/contracts from previous universities.
+ Provide monthly reports to principal investigators on financial status of their grants and contracts.
+ Oversee timely closeout of grants and contracts. Provide review and approval of all budget appropriation documents.
+ Identify budget issues, provide alternative solutions, and resolve problems.
+ Communicate over-expenditure to faculty and administrative staff and resolves funding shortfalls. Identify and implement new policies and procedures to improve CAS budget process.
+ Oversee grant submission and effort reporting.
+ Perform other job-related duties as assigned.
+ Bachelors’ degree in Business Administration, Accounting, Finance, or related field with two years of progressively responsible job-related work experience, or equivalent combination of education and/or experience. Financial and budget planning experience required.
+ Ability to analyze budgetary expenditures for compliance with approved budgets, policies, and procedures.
+ Ability to communicate effectively with a wide range of constituents on a variety of financial topics.
+ A high level of independent judgement, critical thinking, and decision making are required.
+ Requires computer skills to quantify and illustrate complex reports, comparisons, impacts and/or projections (includes but is not limited to proficiency with spreadsheet, database, and word processing).
+ Ability to retrieve, organize and analyze data and generate ad-hoc reports that are meaningful and understandable to those not familiar with the data that is being reported.
+ Ability to develop, plan, and implement short and long-range goals and to adjust in a deadline driven environment.
+ Ability to interpret, adapt, and apply guidelines and procedures.
+ Ability to interact well with people of all ages and diverse backgrounds.
+ Must have strong organizational skills and attention to detail.
+ Ability to handle multiple tasks simultaneously.
+ Working knowledge of University Systems: Financial System including UDataglance, PeopleSoft, Labor Allocation Module, Effort System, Concur, and Web Forms is preferred.SPECIAL REQUIREMENTS:
+ Must complete required training sponsored by the University Research Office.
