JOB SUMMARY: The Employee and Labor Relations Manager is responsible for developing, implementing, and managing all aspects of the employee and labor relations programs for Delaware Transit Corporation. The Employee and Labor Relations Manager applies human resources’ theories and principles and collective bargaining agreements (CBA) to the administration of the corporation’s employee and labor relations programs and formulates policies and procedures that ensures the corporation’s internal policies and procedures are in compliance with all state and federal laws and regulations, and support the corporation’s goals and objectives.




Position Specific:

  • Serve as the corporation’s chief spokesperson for collective bargaining negotiations
  • Plan, coordinate and administer the collective bargaining process
  • Conduct fact finding investigations to inform employment decisions
  • Represent the corporation’s position at grievances, arbitrations, unfair labor practice hearings, Public Employees Relations Board (PERB), DOL unemployment hearings and during the appeal process.
  • Provide guidance to management on policy and contract interpretation, investigation, and advice on a full range of matters including informal and formal grievances, development and monitoring of performance management plans, and disciplinary issues.
  • Advises and trains managers and supervisors in best employee relations practices and strategies for managing supervisor problems and employee grievances.
  • Serve as the primary employee resource to determine the appropriate course of action to resolve employee concerns
  • Serve as liaison on matters of concern relative to all aspects of the employer-employee relationship
  • Maintain consistent work product and high morale in an area characterized by multiple priorities in an often-precedent setting environment
  • Ensure consistency of policies and procedures and uniform interpretation and administration of collective bargaining agreements
