  1. Summary

This Human Resources Officer position is located at the Wilmington
VA Medical Center and reports to the VISN 4 Human Resources Officer.
The Human Resources Officer has oversight and input for the
planning, direction, control, coordination, operations, and
evaluation of the station’s Human Resources functions. Note: As part
of the HR modernization initiatives this position will transition
into the role of HR Strategic Business Partner for the Wilmington
VAMC.

  1. Responsibilities

The Veterans Health Administration has adopted the HR Modernization
and Shared Services Implementation, which is a new model of
organizing and consolidating essential Human Resource (HR) functions
and services to the Network level. This improvement to HR service
delivery will best support the needs of the Network’s diverse
workforce and the expectations of management related to the
acquisition, compensation, retention, and performance of staff as
well as the consistent execution of HR-related administrative
functions to benefit both staff and Veterans. This streamlined and
focused approach moves VHA forward in its continuum of providing
comprehensive, compassionate, and coordinated care to Veterans.

- Serves as the principal advisor to the executive leadership,
provides support to facility management on all Federal Civilian
human resources management issues, and serves as a member of
various management committees charged with recommending policy
and management actions.
- Communicates and implements VA policies, involving complex
Recruitment and Placement (Title 5, Title 38 and Hybrid/Title
38), Classification and Position Management, Pay Administration,
Employee and Labor/Management Relations, Employee Benefits,
Performance Management, Employee Development and Training,
Personnel Security and Suitability, Workers Compensation, and
all other related administrative and clerical functions.
- Provides advice and guidance to all supervisory/management
levels on human resources management principles, techniques and
acceptable practices.
- Supports Facility directors as well as a responsible member of
the executive management staff who shares a full, joint and
plural management relationship with other staff officials in
human resources management.
- Responsible for overall management considerations involving
general administration, budgeting manpower and other resources
utilization. Identifies long and short-range needs, formulates
proposals for top management consideration and plans and
initiates improvement actions on a continuing progressive basis.

To qualify for this position, applicants must meet all requirements
by the closing date of this announcement, 07/10/2020.

Time-In-Grade Requirement: Applicants who are current Federal
employees and have held a GS grade any time in the past 52 weeks
must also meet time-in-grade requirements by the closing date of
this announcement. For a GS-13 position you must have served 52
weeks at the GS-12. The grade may have been in any occupation, but
must have been held in the Federal service. An SF-50 that shows your
time-in-grade eligibility must be submitted with your application
materials. Note: Time-In-Grade requirements also apply to former
Federal employees applying for reinstatement as well as current
employees applying for Veterans Employment Opportunities Act of 1998
(VEOA) appointment.

GS-13 Specialized Experience: Must have one year of specialized
experience equivalent to at least the next lower grade (GS-12) that
has equipped the applicant with knowledge, skills and ability to
successfully perform the duties of this position. Specialized
experience consists of: Skill and technical knowledge supervising
and managing the functions of a Federal Civilian Human Resources
work group responsible for dealing with human resources management
in the Federal sector to include substantive human resources work,
supporting all management/supervisory levels with knowledge of
government and local laws, policies and regulations in at least two
of the following Federal Civilian subject matter areas: Recruitment
and Placement (Title 5, Title 38 and Hybrid/Title 38), Pay
Administration, Employee Relations, Labor/Management Relations,
Employee Benefits, Performance Management, Employee Development and
Training, Personnel Security and Suitability, or Workers
Compensation. (Your experience must demonstrate both supervisory
experience in any subject matter area defined above and technical
expertise in at least two of the above subject matter areas defined
above.)

You will be rated on the following Competencies for this position:
-Knowledge of procedures related to all aspects of Federal Human
Resources Management.
-Ability to supervise a group of Human Resources Specialists and
Assistants in multiple areas of HR, including Staffing, Employee
Relations, Benefits and OWCP.
-Ability to serve as an advisor for high level VHA HR related
functions.

Experience refers to paid and unpaid experience, including volunteer
work done through National Service programs (e.g., Peace Corps,
AmeriCorps) and other organizations (e.g., professional;
philanthropic; religions; spiritual; community; student; social).
Volunteer work helps build critical competencies, knowledge, and
skills and can provide valuable training and experience that
translates directly to paid employment. You will receive credit for
all qualifying experience, including volunteer experience.

Note: A full year of work is considered to be 35-40 hours of
work per week. Part-time experience will be credited on the basis of
time actually spent in appropriate activities. Applicants wishing to
receive credit for such experience must indicate clearly the nature
of their duties and responsibilities in each position and the number
of hours a week spent in such employment.

Physical Requirements: Work is primarily sedentary working on a
computer.
