Job Description

CCI has a Client who is looking for a qualified and experienced EM&V Consultant. The selected EM&V consultant’s responsibilities include the following:

+ Conduct all EM&V activities for the Client as outlined in the EM&V regulations found in 29 Del. C. §8059(h).

+ Have experience and knowledge of the International Performance Measurement and Verification Protocol (IPMVP).

The Client has responsibilities that include:

+ Promoting energy efficiency and providing policy leadership to ensure that cost effective and demand response programs are implemented;

+ Facilitating the switch to cleaner fuels and the development of new low-emission generation, with significant focus on combined heat and power, cogeneration and combined cycle natural gas opportunities;

+ Ensuring that environmental and health costs are integrated into energy decision-making processes;

+ Climate change readiness, including understanding and preparing for the effects climate change is already having on Delaware as well as reducing greenhouse gas emissions;

+ Supporting cost-effective development of clean energy resources including solar, wind and fuel cells; and

+ Taking a leadership role among state agencies and leading by example on issues related to energy efficiency.


+ Experience with Association of Energy Engineers (AEE).

+ Proficiency in energy modeling.

+ Demonstrated technical expertise, including experience in budgeting, implementation, oversight, and evaluation, measurement, and verification.

+ Have experience and knowledge of the International Performance Measurement and Verification Protocol (IPMVP).
