PERMANENT
DUAL STATUS, NON-BARGAINING
DE JFHQ ANG

AREA I = All presently employed Delaware Air National Guard
permanent federal technicians.
AREA II = All currently active members of the Delaware Air National
Guard.

THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION.

This National Guard position is for a HR SPEC (MILITARY), Position
Description Number D1546000 and is part of the DE Delaware JFHQ
Air National Guard, National Guard.

  1. Responsibilities

1. Provides state level coordination of all military personnel
programs, including but not limited to: enlistment, appointment,
performance evaluation reports, promotions, officer and enlisted
selective retention, discharges, separations, recruiting, retention,
incentives, and training.
2. Coordinates a statewide incentive program, and serves as the
focal point for all matters pertaining to the program. Works closely
with the unit commanders and their representatives in the operation
of the incentive program. Ensures that funds are only authorized to
those specialties that the unit commander has designated as eligible
consistent with valid unit manning vacancy requirements. Attends
various meetings and conferences with representatives of NGB, ANGSC,
the Adjutant General, the Administrative Officer, and unit personnel
relative to overall procedures and operations of the program.
3. Responsible for the management of the State ANG Retention Program
for enlisted and officer personnel. Coordinates personnel policies,
directives, and procedures to identify and eliminate ineffective
procedures. Evaluates data, reports, studies, and other information
as a basis for initiating corrective actions on programs.
4. Serves as principal assistant to the Administrative Officer and
in his/her absence ensures continuity of operations.
5. Manages the state Officer Effectiveness Report Program. Provides
information to staff personnel regarding trends, and informs
commanders of current policies and procedures.
6. Manages the federal and state ANG Military Awards Program.
Develops and implements program guidance. Monitors the
effectiveness, equitableness, and adequacy of unit level military
awards programs.
7. Assists in the investigation of and may represent the department
on Congressional and other high level inquiries. Drafts official
replies to Congressional inquiries.
8. Monitors the ANG Schools Program and performs follow-on training
for Professional Military Education (PME) and all technical schools
not associated with inactive duty training.
9. Conducts research on difficult individual personnel and
administrative problems; provides technical and specialized data,
background material, and references; and recommends solutions and
courses of action to be followed.
10. Hears employee grievances and deals with union representatives
as necessary; takes necessary informal disciplinary actions and,
when warranted, proposes formal actions.
Performs other duties as assigned.

must be eligible for immediate membership and employment in the

GENERAL EXPERIENCE: Experience, education or training which
involves the exercise of analytical ability, judgment, discretion,
and personal responsibility, and application of a substantial body
of knowledge of principles, concepts and practices applicable to one
or more fields of administration or management. Experience using
computer and automation systems.

SPECIALIZED EXPERIENCE: Must have at least 36 months experience,
education, or training involving the administering, delivering,
maintaining, advising, and adapting advanced concepts, principles,
and theories of Human Resources to the unique organizational,
management, and mission requirements. Experience assisting in the
development of Human Resources policies and procedures. Experience
advising management on Human Resources principles and practices.
Experience in managing the function of the work to be performed.
Experience which includes leading, directing and assigning work of
personnel.

Quality of Experience - Length of time is not of itself
qualifying. Candidates’ experience should be evaluated on the basis
of duties performed rather than strictly on the rank of the
individual; however, established compatibility criteria/assignments
must be followed. The applicant’s record of experience, training,
and education must show possession of the knowledge, skills, and
abilities needed to fully perform the duties of the position to be
filled.

Military Requirements *-* Military skill set is determined
by AFSC/MOS requirements. Upon selection, individuals must be
assigned to a compatible military AFSC/MOS in accordance with
statutes and National Guard Bureau regulations and must
obtain/maintain all requirements of the AFSC/MOS. Specific
requirements are found in: references listed below, NGB
Compatibility tables and your local Personnel section.
For positions requiring a security clearance (Secret or Top Secret)
the applicant must possess or be able to obtain a clearance within
one year of appointment.

If you are using Education to qualify for this position, Successful
completion of a full 4-year course of study in any field leading
to a bachelor’s degree, in an accredited college or university,
meets the GS-5 level requirements.

requirements for this position.
