The Delaware Biotechnology Institute (DBI) is an interdisciplinary research unit at the University of Delaware. The vision is to create a better future through leadership in life science research. Most, but not all, of DBI’s activities involve molecular and cellular studies of living systems and many, but not all, of the research activities involve partnerships with other institutions in the region. DBI’s mission is to promote rese arch, education, and technology transfer for biotechnology applications to the benefit of the environment, agriculture, and human health. DBI fosters a collaborative and cutting-edge research environment, encourages innovation and technology transfer, and supports ground-breaking discoveries to benefit the environment, agriculture, and human health. Under limited direction, the Financial Analyst II interacts with DBI management, staff, faculty and students, University administrators, and other academic institutions to exchange information and resolve financial issues relating to the affairs of DBI including contracts & grants. The Financial Analyst II manages all financial, departmental, and research accounts.

Major Responsibilities:
• Manages all financial affairs related to DBI as defined above. Analyzes and reviews budgets and expenditures ensuring compliance with sponsoring agencies’ regulations and University procedures. Performs complex financial analysis and budgetary projections, analysis of actual activity and cost feasibility studies to facilitate decision-making and planning.
• Manages departmental, core, and research accounts to ensure availability of funds. Prepares reports and provides guidance at the monthly budget meeting, recommending solutions to ensure budget compliance; monitors accounts; reviews/revises budgets; recommends reallocation of funds; provides financial analysis/reports/variance explanations as needed.
• Manage the iLab /Agilent platform for service centers/cores, including, billing, reporting, training, and procedure development.
• Assists the in the reporting and monitoring of DBI’s multi year projection report and developing long-range financial models for forecasting.
• Manages the pre-award process including review of solicitation and sponsor requirements, preparing budgets, obtaining paperwork related to sub awards, ensures accurate completion and approval of proposal package.
• Manages post-award and close-out process ensuring compliant expenditures, completion of technical, annual and other sponsor-required reports.
• Advises DBI management on preparation of financial reports for submission to the government and other sponsoring agencies and assists in resolving procedural problems.
• Audits departmental purchasing and procurement card transactions and makes decisions on the allocation of charges including grant accounts.
• Prepare regularly scheduled and special billings for DBI and associated cores.
DBI Core (BioImaging, DNA Sequencing, Bioinformatics) financial support including rate creation and modification.
• Attends meetings and workshops at department, division and University levels.
• Develops queries and extracts information from University financial systems for use in preparing reports, analyzing and auditing departmental transactions.
• Process labor allocation module updates as required.
• Act as the Effort Administrator.
• Develops and maintains databases /spreadsheets of financial information.
• Maintains knowledge of applicable laws, policies, procedures, etc. necessary to comply with Federal, State, and University regulations concerning grants and contracts.
• Gathers information and responds to surveys and audits.
• Performs miscellaneous job-related duties as assigned.

• Bachelor’s degree in Accounting, Business or other related discipline and five years job related experience or equivalent combination of education and experience.
• Knowledge of federal and state financial regulations, standard accounting principles, methods, and applications.
• Familiarity with University auditing policies, budgeting, and the grant process, from the request for proposal through closeout, including the final report, preferred.
• Ability to work independently, strong organizational skills and attention to detail.
• Ability to analyze financial data and prepare financial reports, statements and/or project ions.
• Knowledge of finance, accounting, budgeting, and cost control procedures.
• Ability to use advanced techniques in spreadsheet and database management, preferably experience with PeopleSoft.
• Effective oral and written communication skills.
• Ability to communicate effectively with a wide range of constituents on a variety of topics.
• Ability to supervise and train assigned staff including organizing, prioritizing, and scheduling work assignments.
• High level of independent judgment.
