The Control Officer role will be responsible for driving ongoing control improvements and strengthening the existing control framework across the Consumer & Community Bank (CCB) Shared Services team to maintain framework policies and standards; provide oversight on compliance with Chase ORM policy; and provide collaboration with the business units to develop, implement and maintain required control management practices.

The Control Manager will be responsible for oversight and efficient execution of controls within various lines of business in CCB Operations. Control managers support the implementation and maintenance of the Risk and Control Self-Assessment (RCSA) /Control and Operational Risk Evaluation (CORE) Control framework. This Control Manager role will collaborate with the various teams to implement and maintain controls necessary to mitigate operational risks, which includes using a risk based approach to assess the control environment, partnering with the business to design effective controls and monitoring key metrics to determine the need for controls testing and will function as part of a team to provide oversight to ensure compliance with RCSA/CORE and Issue Management policies and standards.

This individual will be responsible for working across diverse and cross-functional organizations to develop plans, identify solutions, and drive continuous improvement through participation and/or ownership of key control initiatives, self-assessments and root cause analysis along with ongoing process review and monitoring.

Control Management (CM) maintains a strong and consistent control environment across the firm. With Control Managers appointed for each Line of Business, Function and Region, there is a comprehensive coverage and joint accountability model with the business executive that promotes early operational risk identification and assessment, effective design and evaluation of controls and sustainable solutions to mitigate operational risk.

Control Management focuses on four areas:

1) Control design and expertise

2) Risks and controls identification/assessment

3) Control breaks and resolution

4) Control governance & reporting

Role Responsibilities:

+ Create a proactive risk and control culture that leverages proven evaluation strategies and sound change management protocols

+ Review and analyze program related data (e.g., KRI/KPI) to support business-related programs and strategies

+ Engage with control colleagues across the firm, business, operations management, legal, compliance, risk, audit, regulators and technology control functions

+ Provide management and oversight of control activities for the CCB Shared Services Team and perform Control Officer Manager duties.

+ Partner effectively with business and functional colleagues within CCB Shared Services Team to guide consistent and rigorous JPM operational risk management practices, including: risk committees, risk & control self assessments (RCSAs), risk acceptances, risk event analysis, operational risk / loss management reporting, and related action plans

+ Advise business of risks and serve as a proactive, independent advisor to the assigned business units, identifying business risk issues and recommending solutions and provide business process and control challenges, when needed

+ Partner with both business and controls leadership in driving open discussion of issues and control gaps

+ Execute the ORM framework in support of CCB Operations

+ Maintain strong and collaborative working relationship with Audit, Compliance, Legal, IT Risk Management, Business Technology Controls, Process Center of Excellence and Remediation & Correction Oversight teams

+ Generate and/or publish recurring risk reporting (i.e. scorecards, action plan updates) and provide appropriate communication/updates to business leaders

+ Ensure bank regulatory requirements are communicated and met by partnering with compliance

+ Coordinate internal and external audit examination activities for impacted business units

+ Assist business units with reviews and requests/actions from regulators (i.e. CFPB, OCC) and related activities (MRAs, KEYS, etc.).

Qualifications:

+ Bachelor’s degree or equivalent experience required

+ 7+ years of financial service experience in controls, audit, quality assurance, risk management, or compliance preferred

+ Proficient knowledge of control and risk management concepts with the ability to design, create and evaluate a Risk & Control Self-Assessment in conjunction with business partners

+ Proficient in Microsoft Office Suite (Word, Excel, PowerPoint, Visio)

+ Prior experience in a Functional Control Officer role preferable

+ Excellent written and oral communication skills with the ability to present information in differing degrees of detail and form depending on the audience

+ Strong organizational and prioritization skills

+ Ability to multi-task and deliver to a tight deadline

+ Self-starter who enjoys working in a fast-paced and demanding environment

+ Experienced and proven ability to gather/analyze complex data, develop accurate conclusions and provide recommendations with sufficient comprehension of the business to understand risk implications

+ Strong interpersonal skills and ability to work with people at all levels across all functions

+ Ability to work in a highly collaborative and matrixed environment to build consensus

+ Proven ability to build strong partnerships with colleagues, desire to learn quickly, be flexible and think strategically

+ Ability to work with internal groups including legal, compliance, audit, finance, accounting, credit and operational risk to ensure consistent understanding of requirements
